To prevent a gap or the like from occurring to a water-blocking layer by using a cylindrical container in the case that a water-blocking material is poured into a pit of the connection part of a wall, which is constructed by erecting formed steel or the like, when a sea area is surrounded by a water-blocked and strengthened shore to construct a reclaimed land for wastes.
It is necessary to fill gaps with a water-blocking material, the gaps being formed as vertical pits 30 having small cross sections formed in the connection parts of steel plates, when a water-blocking wall is constructed by erecting the steel plates in line. In order to feed the water-blocking material to such gaps, a pouring device, which is formed by providing the bottom part of a tubular container 31 with a valve member 35, is used. The inside of the container 31 is filled with the water-blocking material 38, and the valve member 35 is opened at the bottom part of the pit 30 to discharge the water-blocking material 38, and then the material is piled up from the bottom of the pit 30 to form a stable water-blocking layer in the pit.
