In such a case, at least the surrounding of the molten copper alloy 11 after adding the active element is made to an Ar gas atmosphere. Therefore, since the surrounding of the molten copper alloy after adding the active element into the molten low oxygen copper, is made to the Ar gas atmosphere having non- activity with the active element, the adding yield of the active element is improved, and since oxide and nitride are not generated, the quality of the ingot is improved.
