A network control apparatus 9 manages packet processing apparatuses 7, 8 in each of subscriber user storage apparatuses 1 to 4 as a list. The network control apparatus 9 adds notified packet flow transfer data volume and the transfer data volume of the packet processing apparatus 8 to the destination subscriber user storage device 3, and when an added value does not exceed a fixed value, sets logical tunnel between the destination subscriber user storage apparatus 3 and the packet processing apparatus 8. When the added value exceeds the fixed value, the network control apparatus 9 adds the notified packet flow transfer data volume and the transfer data volume of the packet processing apparatus 7 to the transmitting source subscriber user storage apparatus 1, and when an added value does not exceed a fixed value, sets a logical tunnel between the transmitting source subscriber user storage apparatus 1 and the packet processing apparatus 7.
