To suitably control water levels of whole paddy fields by estimating the water level distribution of the paddy fields without depending on shapes of the fields and with a small number of water level gauges.
In this method for controlling water in paddy fields, one or plural anemoscopes and anemometers are arranged for a paddy district comprising one or plural plots and water level gauges are arranged for each plot of the paddy fields respectively, a water level distribution of each of the paddy fields is calculated according to a water level-calculating algorithm based on measured values of wind directions and wind velocities by the anemoscopes and anemometers and measured water levels of each plot of the paddy fields, physical values expressing level characteristics corresponding to the paddy fields are estimated from the water level distribution and the water level of each paddy field is controlled within an allowable range of the objective level by operating water feed and discharge valves arranged in each paddy field to bring the physical values to be in the allowable range of the objective water level.
