PURPOSE: To effect secure covering of a layer on the internal surface of a steel pipe without residual air foam between the interface by providing opening(s) for deaeration between an external surface of a cylinderical elastomer and the internal surface of a tubular body attached to the end(s) of a steel pipe, followed by expanding the elastomer sheet.
