Abstract:

PURPOSE: To realize NTSC-CIF conversion through only thinning, and to simplify the configuration of a processing circuit by thinning the second field of each frame of an NTSC signal, and thinning every other picture element of each line of a first field.
CONSTITUTION: An NTSC luminance signal is converted into CIF. In this case, first of all, the portion of the second field in the picture signal by one frame portion constituted of 704 picture element of NTSC and the first field and the second field of 240 lines is thinned. Thus, it is turned to the data of 704 picture elements and 240 lines. Next, the lines of the data of the remaining first field are kept as they are, and 704 picture elements are thinned every other one picture element. Thus, the picture data of 352 picture elements and 240 lines are obtained, and this stands within the range of a CIF standard. Accordingly, the data can be sent to a source encoding circuit so as to encode it.
