The system is provided with an apparatus 110 for specifying the position of the capacitor to specify the position of the capacitor 33 in the accepted fluorescent lamp stabilizer 30, an apparatus 120 for taking out the capacitor to take the capacitor 33 out of the stabilizer 30 and to take the fixing resin 34 out thereof, an apparatus 130 for cleaning the surface of the fixing resin to wash out the PCB sticking to the surface of the fixing resin 34 by a surface washing liquid 1, an apparatus 140 for cleaning the inside of the fixing resin to wash out the PCB infiltrating the inside of the fixing resin 34 cleaned by a surface cleaning liquid 1 by an interior washing liquid 2, and an apparatus 190 for the detoxification treatment of the capacitor to perform the detoxification treatment of the capacitor 33.
