To provide a method of decomposing PCB (polychlorinated biphenyl) of low concentration by burning the insulating oil including PCB of low concentration in an internal combustion engine, and heating an exhaust gas discharged at that time and including PCB of low concentration to transfer PCB to the exhaust gas from a state of being included in a liquid as a primary purpose, without primarily intending to decompose PCB in a combustion chamber, by focusing that only PCB of low concentration is an object.

In this method of detoxifying treatment of PCB of low concentration, the insulating oil 2 including PCB of low concentration is injected into the internal combustion engine 1 to be burned, and then the exhaust gas discharged from the internal combustion engine 1 is introduced into a secondary combustion chamber 5 kept at a temperature of 850°C or more and retained for two seconds or more, thus the PCB of low concentration included in the exhaust gas is decomposed.
