PURPOSE: To perform stable winding operation by a method wherein during cutting of a sheet film by a traverse type cutter, the output of an electric motor for a winding shaft on the winding completion side is gradually decreased, and output torque of an electric motor form a winding shaft on the winding starting side is gradually increased.

CONSTITUTION: During cutting of a sheet film W by a traverse type cutter 13, output torque of an electric motor for a first winding shaft 5 on the winding completion side is gradually decreased from specified torque (control target torque), and output torque of an electric motor for a second winding shaft 7 on the winding starting side is gradually decreased from zero. This constitution keeps a total tension, exerted on the sheet film W, at a given value by specified torque during cutting, and prevents an excessive winding tension from being exerted on the sheet film W in both the first winding shaft 5 on the winding completion side and the second winding shaft 7 on the winding starting side and performs stable winding operation.
