PURPOSE: To restore a required picture at the speed requested by a user in the method and the device for restoring picture data which receive the supply of hierarchically encoded picture data to restore the picture.
CONSTITUTION: At the time of restoration of picture data, a measuring part of a prescribed reception condition is initialized by a data request control part 20 to start the measurement. Hierarchical code data supplied from a code data supply part is received by a data reception part 11 and is restored to hierarchical code data in order from the first hierarchy by a picture restoring part 12 and is reconstituted into a picture and is displayed by a picture output part 13. Meanwhile, a signal is outputted to a data request control part 20 from the data reception part 11 or the picture restoring part 12 at each time of reception or restoration of hierarchical code data, and the data request control part 20 discriminates whether the processing of supply or restoration is in the state satisfying a prescribed condition or not. The indication of a request of new hierarchical code data, a request of hierarchical code data of a new picture, or the like is reported to the code data supply part in accordance with the result of this condition discrimination.
