This pulling-out apparatus 40 is constituted so that the strip 11 is pulled out of the bending device 30 by holding the strip 11 between a pair of driving members 41, 42 and rotating the driving rollers 41, 42 in this state. By rotationally driving the driving members 41, 42 in the pulling-out apparatus 40 with a driving device 50 such as a motor, tensile force so that the strip 11 is pulled out of the bending device 30 is applied to the strip 11.
