To provide a method and device for judging the electrification of makeup water for fluid to be treated, or of fluid to be treated which can easily and promptly confirm modulating electromagnetic field treatment effect even for the makeup water of which the treatment effect cannot be confirmed by a laboratory test.
Before scale components-containing fluid to be treated is subjected to modulating electromagnetic field treatment, calcium carbonate powder is added to the makeup water fed to the fluid to be treated, or to the fluid to be treated. In processes before and after the modulating electromagnetic field treatment, the calcium carbonate powder-containing makeup water or fluid to be treated is filled into a space part 5 which has a see-through part through which inside can be seen, and is equipped with a positive electrode 6 and a negative electrode 7 at both ends. After direct-current voltage with a prescribed voltage is applied between the electrodes 6, 7, the two-dimensional movement direction of the calcium carbonate powder in the makeup water between the electrodes 6, 7 is observed through the see-through part of the space part 5, and/or the moving velocity of the calcium carbonate powder is measured to judge a degree of a change in the electrification of the makeup water or fluid to be treated.
