PROBLEM TO BE SOLVED: To prevent a digital writing from being illegally copied and used by permitting a digital rights center(DRC) to receive a use application, to issue a key for decoding and to add use route information containing the identification code ID of a reproduction device which the user uses to the digital writing.
SOLUTION: When DRC 22 receives the permission application of a use A, it collates the application with data in a right registration data base 14 and recognizes whether the user A is permitted to use the digital writing 12 or not. When he is already permitted, DRC 22 commands the delivery of a key for the user A to the user A. The command of the delivery of the key is given only to the user A. The identification code ID (A) of the user A and use route information 24 are contained in the key. A decoder 20 receives the delivery command of the key, decodes the digital writing 12 and transforms it to a state where the user A can use it, and adds use route information 24 to the decoded digital writing 12 by an electronic watermark.
