To provide an IC card mutual application method capable of mutually applying IC cards among a plurality of IC card application systems managed by authentication authorities (AAs) in a plurality of areas.
A wide area managing authentication authority (AA)for managing card issuer's devices and service provider's devices belonging to cooperating AAs arranged in a plurality of areas is established. A card issuer's device or a service provider's device intending to cooperate with IC card systems in other areas is registered not only in the AA in its own area but also in the wide area managing AA. The wide area managing AA issues a public key certificate prepared for the device itself and signed by the wide area AA and a public key of the wide area AA to the registered card issuer's device or the service provider's device. The card issuer's device or the service provider's device stores its own public key certificate signed by the wide area CA and the public key of the wide area AA and the card issuer's device stores its own public key certificate signed by the wide area AA and the public key of the wide area AA in an issued card. Consequently mutual authentication can be attained by public key certificates signed by the wide area AA.
