First, a maximum high frequency current is introduced into a tissue at a prescribed, preferably, constant maximum coagulation voltage. In this initial state, the tissue performs behavior complying with Ohm's law, and absorbs maximum energy per unit time. When changing from the initial state to a state where the impedance of the tissue, i.e., tissue resistance XR depends on a voltage, a high frequency parameter is selected such that maximum energy input allowed per unit time to the new tissue state can be obtained. Therefore, preferably, the tissue resistance is maintained to a value lower than initial impedance. Accordingly, a controller restricts the tissue resistance to the value lower than the initial impedance or a value lower than the achieved lowest impedance of the tissue. When a specific energy amount is input, operation is automatically stopped by optional selection. The restriction of energy input can be executed as the need arises.
