By controlling the rotations of AC servomotors 37, 46, 55 and 56 by an AC servomotor control means 70, a tube 33 is continuously rotated around the axis of the tube 33, and by controlling the relative positions of rollers 57 and 58 for the plastic working between the tube 33, and by pushing the rollers 57 and 58 for the plastic working on the tube 33, the tube 33 is subjected to the spinning working. When a movable stage is fixed on a base 32 by fixing members 65 and 66 in advance so that the movable stage does not move along linear way rails 42 and 43, by using a hydraulic cylinder 67, the compressive load or tensile load can be applied to the tube 33 rotating continuously through a rod 68, a load transmission member 69 and a load application auxiliary member 61.
