PURPOSE: To prevent a caller from being charged at the time of waiting a message by connecting a channel for sound signal (B channel) for the first time after necessary processing is finished and a condition that a message can be sent is obtained when abnormality, etc., is generated.
CONSTITUTION: In a connecting equipment control part 104, a call control part 102 is operated with receiving a result, for which a sub address part 206 is analyzed, when a call setting message is received. A response from an equipment to output an operation request is analyzed and transmitted to the call control part 102. In a sound synthesizing part 103, a sound message according to a message code from the call control part 102 is sent on the B channel of a telephone line 106. A storing part 105 is equipped with a table to obtain correspondence between a control equipment code 203, an operation designation code 204, a response necessity code 205 and operation to be really executed, a table for state transition control of a connecting equipment and an area to store a call originating side address and a correspondent response message.
