To provide a video on-demand system using a large capacity outgoing channel of a common band type that can execute delivery scheduling whose waiting time characteristics is enhanced as a whole while each user is able to view a title requested by each user at a time confirmed for each user.
The moving picture title delivery scheduling device of this invention is provided with an initial setting wait time setting section 13 that provides an initial setting wait time in response to popularity of each title, a reference arrangement position calculation section 15 that calculates a reference arranged position of titles not awaiting delivery on the basis of the initial setting wait time, and an arranged position setting/revision section that assigns a title to it when there is any idle reference arranged position in the delivery state of the finished arrangement, shifts the other titles already assigned to forward positions when no idle position is in existence in the reference arranged position and there is an idle forward position, retrieves a backward position for the idle arranged position when there is no idle position in the reference arranged position and the forward position and selects the arranged position of the title.
