To make the performance verifying job of a production line to be efficient and to be highly precise by providing a means for generating a simulation model through the use of the work time of respective work contents as one parameter and a means executing simulation through the use of the simulation model.

A process model generation part 5 generates a simulation model containing the number of persons constituting a production line, labor time, a parts supply interval and a process stock quantity with a work content and work time as parameters. A simulation processing part 6 executes simulation by using the simulation model generated by the process model generation part 5. A result display part 7 displays a simulation result. An evaluation part 8 evaluates the simulation result, changes an operation content item or operation time or both of them, changes the simulation model so as to execute again simulation when the evaluation result is not good.
