To keep winding body hardness under control at each moment in a winding process by winding up a paper web on a reel only by torque introduced to a center and squeezing out air in a roll to be formed.
A reel 1 is fit in a carriage 9 and accelerated to mechanical speed. A paper web 2 is wound around a relay roller from below through a guide roller 8, guided through a press gap formed between the reel 1 and the relay roller and wound around the reel 1 by a blow nozzle, and accordingly, it is possible to carry out winding. A revolving lever 7 furnished with a first squeezing-up roller 7.1 to squeeze up air carries out return revolving motion during a main winding-up process. In this way, it is wound up on the reel only by torque introduced in a center by using a central drive device, and an element to squeeze out air constantly works.
