A pair of working rollers 21a, 21b are provided above and below a core material 1, which is a planar member delivered by feeding rollers 22. The working rollers 21a, 21b are composed of rotary shafts 23 and a plurality of cutters 24 provided on the rotary shafts 23 with a certain interval in the axial direction. On the cutters 24, working blades 25 are provided with a certain interval in the peripheral direction. By feeding the core material 1 between the rotating working rollers 21a, 21b, a plurality of hole parts 3 whose edge part is raised and thus are made into projection parts 2 are formed continuously in the longitudinal direction on the core material 1 with a certain interval with the working blades 25 of the working rollers 21a, 21b.
