PURPOSE: To prevent generation of holes by holding the rolled steel strip from the top and the bottom before a roll bite of work rolls to give the inlet side tension of the steel strip.
CONSTITUTION: A pair of rolls 10, 11 are provided in the vicinity of a roll bite of work rolls 5. The rolled steel strip 1 immediately before the roll bite is held from the top and the bottom by the upper and lower rolls 10, 11 and the steel strip l is fed between the work rolls 5 while the inlet side tension is given to the steel strip 1. When the steel strip 1 is rolled in the center buckle shape, the center part in the width direction of the steel strip 1 and the edge parts are vertically waved with the reverse phase to each other on the roll bite inlet side. Water is stored at the center part in the width direction. The stored water is entrapped between the work rolls 5 and the steel strip 1 and coiled in the roll bite to generate holes in the steel strip. The regulating means 11 prevents water from being stored, and no holes are made.
