PURPOSE: To improve quality of a sliver in a superposed party by forming the top of the sliver to be joined in a writing brush top-like shape.
CONSTITUTION: A joiningh sliver S2 is sent out while being held between a pair of roller mechanisms 708a and 708b and nipped between mutually opposed faces 781a and 708b of holding bodies 781a and 781b of a sliver top-cutting part 78 and the pair of roller mechanisms 708a and 708b are reversed. Thereby, the sliver S2 is cut at a position 789 between nip points between mutually opposed faces 781a-1 and 781b-1 and nip points between roller mechanism 708a and 708b and the sliver S2 is guided between slits having width of δ in a direction perpendicular to holding face by the roller mechanism 708a and 708b and the top of the sliver S2 is formed into a writing brush tip-like shape and fed to a sliver to be joined and superposed. When a writing brush-like tip part is fed to the sliver to be joined, draft is applied to this part so that coarseness when superposed is gradually changed. The cut residual partial refuse S' is discharged into vacant cans and collectively treated with refuse in the canes.
