In swelling deformation steps B, C, after the preliminary formed body 10A is disposed between a lower mold 31 and an upper mold 32, liquid pressure is supplied from first outlet and inlet 19, 20, thereby swelling and deforming the preliminary formed body to form a first heat exchange chamber 14, and liquid pressure is supplied from second inlet and outlet 21, 22, thereby swelling and deforming the preliminary formed body to form a second heat exchange chamber 15.
