The method for manufacturing a layer-shaped structural lithium complex metal oxide is characterized to calcine a lithium complex metal oxide material including a transition metal element and a lithium element under existence of an inactive melting agent made of chloride so as to make a molar ratio the lithium element against the transition metal element become at a range of 1-2. In the manufacturing method, the lithium complex metal oxide material is a mixture of a lithium compound and a transition metal element material. The transition metal element material includes Fe, and furthermore, includes one or more of elements selected from a group made of Ni, Mn, and Co.
