A method for manufacturing a rolling part comprises quenching the part made from an alloy steel which includes 0.7-1.1 wt.% C, 0.1-0.5 wt.% Si, 0.2-0.8 wt.% Mn, 0.9-2.0 wt.% Cr, and the balance Fe with unavoidable impurities, then subjecting it to a chilling treatment of holding at a cold temperature of -47°C or lower for one or more hours, and tempering it. The method for manufacturing a rolling bearing includes employing the rolling part, on the surface of which carbides with a mean particle diameter of 0.4 μm or less out of all existing carbides have an area rate of 32% or more, and carbides with a mean particle diameter of 1 μm or more have an area rate of 2% or less, and in the whole volume of which the amount of the retained austenite has a volume factor of 0-0.2%.
