To provide a method for manufacturing toner and a mechanical pulverizer for manufacturing toner that achieve further reduction in the particle size of toner and prevention of fusion inside a device.SOLUTION: A mechanical pulverizer for manufacturing toner comprises: a rotor that is supported by a central rotation shaft in a casing having an input port, a vortex chamber communicated with the input port, and an exhaust port; and a stator that is arranged outside the rotor. The vortex chamber is formed to surround an outer periphery of the central rotation shaft. The vortex chamber has an opening opposite to an end face of the rotor on the upstream side in an axial direction. At least parts of material to be pulverized revolving in the vortex chamber collide with each other, and the vortex chamber has a regulation unit that sends the collided material to be pulverized from the opening toward the rotor. A method for manufacturing toner includes: a fusing and kneading step of fusing and kneading a toner raw material to obtain a fused and kneaded material; a cooling step of cooling the fused and kneaded material to obtain a cooled material; and a pulverizing step of taking the cooled material as a material to be pulverized and pulverizing the material to be pulverized with pulverizing means.
