A raw material mixture containing cement based inorganic material, woody reinforcing material and mica of ≥100 μm average particle size and ≥60 aspect ratio is dispersed in water, paper is made with a raw material slurry and a paper-making processed mat is formed. By curing with an autoclave at ≥160°C after pressing the paper-making processed mat, a surface of the mica is coarsened to raise a mutual bonding property of the mica, and the adhesion property with a paint film is secured.
