To easily substitute an active halogen atom of a halogenated cyclotriphosphazene with an oxyaryl group.
The method is to react a hexahalogenated cyclotriphosphazene with an oxyaryl alkali metal salt such as phenol sodium salt or the like in cyclopentyl methyl ether. The cyclotriphosphazene derivative obtained by the method is a partially substituted halogenated cyclotriphosphazene in which a part of active hydrogen atoms in the hexahalogenated cyclotriphosphazene are substituted with oxyaryl groups, a hexaoxy-aryl-cyclotriphosphazene in which substantially all active halogen atoms in the hexahalogenated cyclotriphosphazene are substituted with oxyaryl groups or a hexaoxy-aryl-cyclotriphosphazene mixture.
