To obtain a decomposing agent which can efficiently treat iron powder by improving the characteristics of the iron powder itself and greatly improving the decomposition reaction rate thereof as compared with the conventional case the iron powder is used alone in subjecting the soil and water polluted with an organic halogen compound to a detoxification treatment.

In subjecting copper clad iron powder which is interspersed with copper so as to cover the surface of the nearly spherical iron powder having less ruggedness and has a coefficient of a decomposition effect of ≥1 m2≥/g, a great change rate of concentration with lapse of time and a high coefficient K of a decomposition reaction rate are obtained in the decomposition treatment of the organic halogen compound by the decomposing agent. The copper clad iron powder is obtained by mixing the nearly spherical iron powder having the less ruggedness and copper oxide powder and adding dilute sulfuric acid thereto and agitating the mixture thereby substitutively depositing the copper on the iron powder.
