PURPOSE: To provide a method for making a saw-toothed cutter having sharp teeth of nonmetal material such as paper and a device for attaching the cutter to the surface of a carton.

CONSTITUTION: A cutting device having a saw-toothed edge provided on a cutter roll 37 cuts a nonmetal material 35 supported on the receiving surface of a suction roll 40 into a saw-toothed piece to produce a cutter having sharp saw-toothed edge. A saw-toothed cutter attaching device 33 having a glue applicator 20, a cutter roll 37 and a suction roll 40 is provided above a conveyor 13 having a pin 13a for pushing the rear end of a carton and for carrying the cartons successively and horizontally, whereby the carton on the moving conveyor is coated with glue at its predetermined place and the nonmetal saw- toothed cutter formed and severed from its material is retained by the suction roll 40 and fed to the glue-coated part of the moving carton for attachment thereto.
