The method for producing toothpaste containing a wetting agent, an abrasive, a flavor, a binding agent, a foaming agent and water comprises carrying out a first process for preparing a swelling aqueous solution that contains the wetting agent and the binding agent so that the swelling aqueous solution has pH 9-11 and water activity represented by formula water activity=[(total of polyhydric alcohol (mol concentration) formulated in the swelling aqueous solution/water amount (mass %))×1,000-53.934]/(-53.91) of 0.70-0.92 and then a process for mixing the aqueous solution with the flavor, the abrasive and the foaming agent.
