PURPOSE: To let a shield pipe be pulled out only by hydraulic pressure with no boring machine used, and thereby improve workability by blocking the ground surface side of a buried pipe inserted into a bored hole with a stationary packer device used, and thereby injecting pressurized water into the pipe.

CONSTITUTION: A stationary packer device 10 is provided with a cap nut 60 and the like, which is composed of a sleeve 20, a body 30, a spring 40, packings 50 and 52, adapters 51 and 53 and an injection nozzle 61. Then, a water collecting pipe is pressed into a shield pipe 4 so that pressurized water is injected into the pipe 4 through the packer device 10. In this case, the hydraulic pressure allows the water collecting pipe to be raised up, and since the pipe 4 is blocked by the nut 60 and the packings 50 and 52, a body 30 is pushed outward. This permits a steel ball 22 to be brought in contact with a tapered section 31 so as to let the packer device 10 be locked so that only the pipe 4 is made to be pulled out accompanied with no water collecting pipe.
