A base station identifies a method of a message requested based on a header 10 of a radio telegram. A data type 11 indicates a method of building a data part 12 of the radio telegram between a moving station and the base station, and the base station specifies a station to be transmitted and identifies enquiry profile. On two of four fields of the data part 12, a version number of a data group stored on the storage device, and date data of the data group, and manufacturer data are stored. A data field 13 is capable of transmitting additionally transmittable traffic information, vehicle information, and automobile information. Based on the information, traffic information capable of being evaluated is transmitted for response.
