A loss of a key picture between a current key picture and a previous key picture of an upper layer is detected by encoding while sequentially numbering key pictures of the upper layer. In addition, decoding can be performed while an error is concealed utilizing information about the lower base layer when a key picture is lost in an environment where transmission of a lower base layer is guaranteed. Thereby, presence or absence of a loss of a key picture can be found through the key picture numbering, and an error caused by a loss can be effectively coped with. Degradation in image quality can be minimized by concealing an error caused by an incorrect reference utilizing decoded image information about a corresponding picture of the lower base layer when a key picture of the upper layer is lost in the environment where transmission of the lower base layer is guaranteed.
