To deliver targeted advertising in a wireless communication environment which is restricted in using information about subscribers for marketing purposes.

A variety of processes that may be used to generate a set of information characterizing the user is offloaded onto a user's wireless access terminal (W-AT), and a "user profile" can be created on the W-AT itself. For example, a particular method may include selecting at least one reception time on the basis of a user profile and a targeted content message delivery schedule, and receiving a targeted content message at the selected reception time.
