On the basis of channel state information (CSI) and a precoding matrix of cooperative cells fed back from a UE, an estimated value of inter-cell interference electric power corresponding to the UE is determined so that an estimated value of inter-cell interference electric power corresponding to the UE is equal to or larger than an actual value of the inter-cell interference electric power corresponding to the UE. Signal electric power corresponding to the UE is determined on the basis of a CSI fed back from the UE, a channel quality indication is updated on the basis of the estimated value of inter-cell interference electric power corresponding to the UE and the signal electric power, and user scheduling for the UE is performed on the basis of the channel quality indication having been updated. Occurrence of a state in which the channel quality indication of the UE is estimated high can be efficiently avoided, and a block error rate of data transmission can be greatly reduced.
