PROBLEM TO BE SOLVED: To provide means for optimizing the discoverability of the 5G cell depending on service flows and service types even when always-on signals such as common reference signals are applied in lean carrier design for 5G.SOLUTION: A method comprises: receiving, by a target base station, a request to begin transmitting reference signals for mobility measurement, the request being received from a source base station serving user equipment; and, in response to the request, deciding whether or not to transmit the reference signals for the mobility measurement. In addition, the request may be received when a handover of the user equipment is impending.SELECTED DRAWING: Figure 6a
