Raw garbage is charged into a fixed tank 10 and agitating blades 43 are rotated to agitate the raw garbage. The raw garbage inside the fixed tank 10 is heated uniformly being heated from a surface side by the hot air and heated from inside by microwave induction heating, and dried uniformly to the dried stuff in a short time. As the raw garbage is dried without either being excessively heated or being carbonized, the raw garbage can be dried to the dried stuff having the optimum moisture content and the dried stuff usable as the fodder of the domestic livestock can be obtained.
