PURPOSE: To utilize a circuit effectively by using a paging channel as an emergency radio channel.
CONSTITUTION: A radio terrestrial station 1 and a general moving body 2 comminicate with each other on a paging channel P and a calling channel S. In the figures, 3∼3" are areas that the radio base station covers, and 5 is a moving body in an emergency. When there are many free channels in the areas 3∼3", specific channel assignment for emergency is not performed specially. When, however, free channels decrease in number, the number of general channels is decreased to increase the number of specific channels for emergency. Namely, once a specific channel flag for emergency is used, another channel is assigned newly as a specific channel. Further, when a free channel is only the paging channel, the paging channel itself is designated as the specific channel for emergency.
