To provide an operation support system for grasping a vehicle use situation.SOLUTION: In an administrative server of an operation support system, a control instruction transmitting unit transmits control instructions to a scooter so that: a seat is provided and made available in accordance with the age of a user when the scooter starts to be used; a maximum speed is determined in accordance with the age of the user and the determined speed is set; the maximum speed is lower than usual such as when the age is a predetermined age or more or when an evaluation is a predetermined value or less; a maximum acceleration rate is set in accordance with whether or not the user has a handicap; and the maximum speed is set in accordance with whether or not the user is a commercial user.SELECTED DRAWING: Figure 9
