To effectively reduce the number of times of position registration by suitably changing the area of a paging area (PA).
An exchange node 300 collects a part of base stations 200 to define a wide area PA and gives a wide area PA number to the wide area PA. Each base station 200 stores a previously given PA number and the wide area PA number from the exchange node 300, and when position registration is requested from a mobile wireless terminal 100, usually advises the PA number, and in accordance with a wide area PA allocation instruction, advises the wide area PA number. The mobile wireless terminal 100 receives and stores the PA number or the wide area PA number, and when receiving a PA number of a wide PA number different from the stored number, requests position registration. In this case, the number of times of movement striding across the PA is counted and stored, and when requesting position registration, the number of times of movement is advised to the exchange node 300. When the number of times of movement exceeds a threshold, the wide area PA is allocated to the mobile wireless terminal 100.
