A transmission reception section 13 is provided to a tip of the unit 5 in the remote control circuit 3 and makes an infrared ray communication with e.g. a television receiver, a radio receiver and a radio cassette recorder or the like. An abnormal symptom discrimination section 27 discriminates that an elderly person or the like cannot move because he/she is not well or is in a dangerous state due to an ill or the like.
