After uniformly irradiating an ultra-low energy electron beam of which the acceleration voltage is from 30 kV to 100 kV to the surface layer of the resin composition for printing from the surface layer to the inside of the resin composition for printing, a low energy electron beam of which the acceleration voltage is from 150 kV to 300 kV is uniformly cast to the surface layer of the resin composition for printing. Alternatively, after uniformly irradiating the lower energy electron beam to the surface layer of the resin composition for printing from the surface layer to the inside of the resin composition for printing, the ultra-low energy electron beam is uniformly cast to the surface layer of the resin composition for printing, and crosslinking is made to occur between molecules of the surface layer section of the resin composition for printing.
