PURPOSE: To retain the recurrent reflecting properties for a period of long time by scattering aggregates composed of a mixture of recurrent reflective glass beads, cement and the like mixed with synthetic resin emulsion for mixing cement over a non-slump mortar layer, pressurizing and integrating.

CONSTITUTION: As a mixed material, a mixed aggregate composed of natural stones, ceramic color rubbles and recurrent reflective beads making 90-75wt.% and cement of 10-25wt.% to which synthetic resin emulsion for mixing cement having the viscosity of 500-100CP at 20°C of 10-5wt.% is preferably used. Non- slump mortar is fed into a mold and pressure molded. The mixed material is scattered over the layer and pressurized to mold a recurrent reflective emulsion mortar layer, and cemented with the non-slump mortar layer integrally.
