A fire sensing sensor 1 and a monitoring camera 3 which is operated when a fire sensing signal from the fire sensing sensor is inputted are set in a place A to be monitored. A monitoring monitor 60 for receiving the video information of the monitoring camera is set in a monitor center B. An extinguisher operation button 61 for transmitting an extinguishing operation signal to an extinguisher 7 set in the place to be monitored is provided in the monitoring center, and an intruder sensor 2 for outputting an intruder sensing signal to the monitoring camera is set in the place to be monitored.
