Abstract:
PROBLEM TO BE SOLVED: To swiftly conduct operation right transfer when a competition occurs.
SOLUTION: The system is equipped with a plurality of user terminals 5-1 to 5-n for transmitting a control information to a turning mechanism 33 or a zooming mechanism 34 along with obtaining via a network 4 images photographed by monitoring cameras 3-1, 3-2, to 3-m, which output photographed images of a monitored object, and a control server 1 for controlling on the turning mechanism 33 and the zooming mechanism 34 based on the control information. The control server 1 is equipped with a detecting means 11 for detecting the competition that multiple terminals attemt the control for a monitoring camera, and a first control means 12 for providing information indicative of competition occurrence and competition parties and image information for selective inputting of forced acquirement or requested acquirement of the operation right to a late user terminal which request the control lately, when occurrence of competition is detected by the detecting means 11.
