PURPOSE: To easily change a trigger condition to improve usefulness and economy by providing a means for inputting a request to change the trigger condition, and a processing means for changing and setting the trigger condition already preset through reception of the above input to a new trigger condition which has received a request of change.

CONSTITUTION: When an existing, preset trigger condition must be changed, an IC card 7 in which data on the trigger condition are written, is inserted into an IC card interface circuit 6 connected to a data bus 19. MPU 10 reads data, judges that there is a request to change for the trigger condition, stores data on a new trigger condition, and changes and sets the preset trigger condition to the new trigger condition. After the completion of the setting, MPU judges whether the setting is input information at which the newly set trigger condition is established or not, and when the new trigger condition is established, the input information is recorded. Data of the IC card can thus be optionally changed and set.
