This surveillance system for surveiling a person to be surveiled who is present in a preset area under surveillance is provided with: one or more imaging means for photographing the area under surveillance, and for outputting image information; a person position detecting means for detecting the position of a person in the area under surveillance based on image information acquired by the imaging means; a surveyor position detecting means for detecting the position of the surveyor who is present in the area under surveillance; a discrimination means for discriminating the person who is present in the area under surveillance as the surveyor or the person to be surveiled from the position of the person who is present in the area under surveillance acquired by the person position detecting means and the position of the surveyor acquired by the surveyor position detecting means; and a suspicious person determination means for setting an area as the dead zone of the surveyor, and for determining whether or not the person to be surveiled is a suspicious person based on the set dead zone area.
