To provide a converter in which, when a hierarchical encoding system of a moving picture is converted into a nonhierarchical encoding system, a conversion MVD is generated based on a base MVD or an EnhMVD obtained from a bit stream of the hierarchical encoding system, whereby a calculation amount or a memory amount can be curtailed when the conversion MVD is generated, and an operation amount is small and a circuit scale is small as a whole as compared with a prior art.
In this motion information converter, a conversion MVD calculator 107 adds the base MVD supplied from a base MVD obtainer 104 to the EnhMVD supplied from an EnhMVD obtainer 106, and an Enh last MVD supplied from a last MVD memory 108 is subtracted from the addition result, thereby calculating the conversion MVD which conforms to a syntax of an output encoding system. Thus, the conversion MVD can be generated without decoding a motion vector of a base layer or a motion vector of an enhancement layer from the bit stream of the hierarchical encoding system which is a conversion source.
